President of the United Republic of Tanzania, Hon. Dr. Samia Suluhu Hassan, has ordered law enforcement agencies, including the Office of the Director of Public Prosecutions (DPP), to review the gravity  of offenses to identify and release young people who were misled into participating in acts that disturbed peace, damaged property, caused loss of life, and threatened national security during the General Election on October 29 this year.

President Samia made the announcement today, November 14, 2025, while opening the 13th Parliament of the United Republic of Tanzania in Dodoma for the first time since the General Election.
She said that although the election was held successfully, many acts of violence occurred that threatened national security, and many young people who took part in the violence were misled.
President Samia used the occasion to explain that Tanzania has been built on foundations of peace and calm, which have honored the country for a long time and made it a center of peace.

“If we, your parents, had been persuaded to do what you did at this time, this country would not have the blessings and development you see today,” she said.

“I strongly advise you, my children, the youth of Tanzania, this country is yours. Whatever difficulties you face, do not allow yourselves even for one day to be convinced to burn your own country. Do not agree to cut the branch of the tree you are sitting on,” President Samia stressed.

She explained that there are young people who were misled, which led many to participate in the chaos. They were later arrested and charged with various offenses, including treason.

“As a mother and guardian of this nation, I direct law enforcement agencies, especially the Office of the Director of Public Prosecutions, to examine the level of offenses committed by our youth. For those who appear to have been misled and did not intend to cause destruction, their charges should be dropped,” President Samia added.
In addition, President Samia said the Government has taken steps to form a Commission to investigate the violence that occurred on the day of the 2025 General Election to understand the root cause of the problem. The report will be used to guide talks to bring understanding and peace.
